XOG-IEG, LLC was formed in 2025 to provide capital to oil & gas operators for the abandonment of wells and associated surface facilities in Houston Area that qualify for the TCEQ Emissions Reductions Credits (ERC) program. The counties included in the TCEQ ERC program in the Houston Area areBrazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery, and Waller.
The XOG staff have over 100 years of combined oil & gas experience. For the last seven years, XOG has teamed up with EnviroSolutions Engineering (ESE) to monetize ERCs with the TCEQ ERC program. We have learned the processes necessary to navigate a very difficult and confusing program that is administrated by the TCEQ and come to understand the nuances of the program that are not clearly documented. XOG & ESE have a very good working relationship with the TCEQ and can clarify most gray areas with the ERC program before the process begins. Since 2020, the team of XOG & ESE have submitted over 80% of the ERC applications for the oil and gas industry in the Houston Area. In addition, XOG has developed good relationships with the ERC brokers to facilitate the monetization process.
In 2018, XOG & ESE began the process of applying for ERCs with the TCEQ for the abandonment of wells and installation of tank controls on oil & water tanks. We were successful in monetizing over $4,500,000 of ERCs from seven wells that XOG operated in the Chocolate Bayou Field.
In 2022, XOG began providing services to other oil & gas operators to recover ERCs from their wells. Through January 2026, XOG & ESE have successfully monetized over $7,400,000 of ERCs for other operators from 30 wells. In 2024, XOG divested their remaining oil & gas properties and began devoting full time to providing ERC services to other oil & gas operators.
Now with the XOG-IEG financing and services, oil & gas operators will be able to abandon shut in and/or marginal wells and associated surface facilities located in the Houston Area with no capital exposure and little supporting manpower from the operators. Wes has over 40 years of experience in the oil and gas industry, serving in environmental, reserve engineering, A&D, operations, and completion capacities. He has served as President of XOG Resources, LLC since 2010. From 2008 to 2010, Wes served as Vice President of Force 5 Energy, LLC, from 2006 to 2008, Wes served as Director at Richardson Barr & Co, and from 1998 to 2006, Wes served as Vice President of KCS Energy, Inc. Wes started his career as a Reservoir Engineer with Exxon Company, USA after receiving a BS in Petroleum Engineering from Louisiana Tech University in 1981.
Bob has over 40 years of experience in the oil and gas industry, serving in drilling, completion, operations, reserve, and environmental engineering capacities. He has served as COO of XOG Resources, LLC since 2013. From 2010 to 2013, Bob served as Engineering Advisor and Project Engineering Manager-Eagle Ford for BHP Billiton/Petrohawk. He also served as Operations Manager at Force 5 Energy, LLC and Tensas Delta Exploration Company from 2005 to 2010. Prior to 2005, Bob had engineering experience with Wynn-Crosby, KCS Resources, and EEX Corporation. Bob received an MS in Petroleum Engineering from the University of Texas in Austin.
Jon has served as a Geology Technician, Production Manager, and Field Supervisor for XOG since 2011. Currently Jon reviews well site and surface facilities; documents the required ERC data; coordinates FESCO sampling; and provides technical support for VRU installations & maintenance. Jon previously worked in the Restoration Industry for Munters MCS and ICS as an ISO Auditor, Safety Trainer and Bioremediation Project Manager.
Ms. Boenker is a registered professional engineer with over 40 years of experience in environmental and petroleum engineering, including 10 years of invaluable industry experience with Mobil Exploration and Production, U.S. as an operations engineer and senior environmental engineering, specializing in Air Quality. She has provided air quality services for Oil & Gas related sites/facilities in 15 states, with nearly 1500 permits issued in the state of Texas alone. Prior to starting her own company in 2007, Ms. Boenker provided environmental consulting for Trinity Consultants, RMA Associates and Kane Environmental Engineering. Ms. Boenker is an effective problem solver with an ability to lead and manage projects cost effectively and efficiently. She is an Air Quality technical expert, as well as a non-attainment expert in Texas, specializing in Emissions Banking and Trading projects. Since 2018, Ms. Boenker has submitted more ERC applications to the TCEQ than any other company. Her first ERC application was submitted in 1998. She is considered a pioneer in emission credit banking. She has an excellent working relationship with the TCEQ Emissions Banking and Trading team, working with them since 1995.
